Background and Expeience
Started in 1995 and incorporated in 2004 as S Corporation in Texas, EduServ, Inc. (EIN 68-0581900) has a state-wide cadre of expert professionals providing high quality consulting services (technical assistance, proposal development and program evaluation) to public schools, universities and non-profit organizations across the state. 

EduServ has a 12-year track record of providing high quality evaluation services.  EduServ offers clients a customized approach to program evaluation.  Particular to the 21st Century Community Learning Centers grants EduServ has provided 21st CCLC services to the following school districts state wide.

Dr. David Gerabagi, EduServ president, has over 30 years of experience in educational administration, program development and program evaluation. Dr. Gerabagi has served on numerous educational advisory committees and has made numerous presentations to teachers and administrators on educational topics at the state and national levels. He is a graduate of the University of Texas at Austin and holds a master's and doctorate degrees in education with specialization in English as a Second Language (ESL) and Instructional Technology. Dr. David Gerabagi has conducted numerous training workshops on a variety of educational topics as well as proposal development and presented at local, state, and federal level professional conferences. 

Since 2013, EduServ, Inc. have been actively involved in all phases of the district’s evaluation process. Dr. Gerabagi has participated in the development and modifications done to the Logic Model, site visit, online survey design and preparation, and the design, collection, analysis and completion of the 21st CCLC evaluation reports.  Through monitoring and participation in each phase of the evaluation process and on-site visits to the awarded ACE centers, EduServ has developed a thorough knowledge of the ACE program as it exists in its current state.

The scope of work involved a variety of activities including:
  • the development of an evaluation management plan;
  • the development, administration, and collection of stakeholder surveys of teachers, students, and parents;
  • the conducting of on-site center visits for purpose of observing program activities and reporting findings to administrative program personnel;
  • providing data analysis and reports from stakeholder surveys collected;
  • providing data analysis of student demographic, performance and achievement data;
  • the assistance provided in designing the template for completion of grantee’s evaluation reports and,
  • composition of the grantee 21st CCLC final evaluation reports.
